The Workers (Predictable Terms and Conditions) Act 2023 was amending the Employment Rights Act 1996.
Basically, it was to give workers the statutory right to ask their employer for a more predictable working pattern.
Why has this now been shelved?
The Labour Manifesto talked about lots of changes in its Employment Rights Bill, zero hours contracts featured in their proposed changes. So rather than confuse matters by bringing in something now (which was agreed last year) it has been decided to stop this change and wait for new legislation as part of the Employment Rights Bill.
